Israel based torrent tracker DownloadRevolution.Net (better known as DownRev) is now open for signup. DownRev tracks 1839 torrents and has a user base of 2171. The site tracks a lot of videos (movies, TV shows) that have Hebrew subtitles (Watch for HEBSUB tag). These subs can be removed anytime you wish. They also have some movies and TV shows which are dubbed in Hebrew (watch for Hebrew Dubbed tag).
There are only a handful apps, games and music tracked by DownRev but as said before you can find a lot of videos including movies and TV Shows with (or without) Hebrew subtitles on this tracker.
